The FCC used to require that amateur radio operators keep log books documenting each contact made, but that requirement was removed from the FCC regulations quite a few years ago. However, if a ham station is operated from a location or condition that might qualify other hams to receive special recognition, it is desirable that log books be kept for contacts made under those conditions.
In the case of emergency communications, it is desirable that the NCS record details of all traffic sent and received. I'm guessing that most traffic nets don't require that members of the net keep logs of the traffic handled by the members, but it won't hurt if members do keep a records of their traffic. Duplicate copies of the traffic handled could be useful if the copies kept by the Net Manager become damaged or lost.
